After contacting Microsoft, we've determined this to be a known issue with the .NET 3.5 Framework that will be fixed in the forthcoming .NET 3.5 Service Pack 1 "planned for release later this summer".

In the meantime, there are some possible workarounds:

If you are using the Intellipoint software, you can temporarily uninstall it to see if it resolves the issue. When the .NET Service Pack is released, it will fix this incompatibility.

If you are using TopDesk, you can temporarily uninstall it to see if it resolves the issue. When the .NET Service Pack is released, it will fix this incompatibility.

Please verify that you have the latest Service Pack for your Operating System installed (Windows Vista SP1, Windows XP SP3): http://windowsupdate.microsoft.com/

You can try updating your version of DirectX.
